Yes, you are right! They want to ban inauthentic engagement.

Part of the problem is that they count comments as published stories and want to set a limit on that. I have run foul of the max number of comments a few times. I think it is 200, but if you wait and reply to all your comments in one day and get into a few back-and-forth discussions, it is absolutely possible to hit that limit. Clearly I spend too much time on here sometimes. Thanks so much for taking the time to respond. I don't know how anyone with a 9-5 job manages to keep up on here at all.
