There are some great initiatives here in the UK where councils in run down and derelict areas sell houses for £1 on the understanding that the owners will spend their time and money doing them up and repairing them. It's a win/win situation - areas that were derelict have been brought back to life. It feels as if this is a model that could work well in parts of the USA.
