My understanding is that the government would only want to access data if there were a risk to national security - so it would be targeting individuals, and the authorities would still have to follow a legal process, have a good reason and request permission for a specific account in order to access data - just as they do now with unencrypted data. Even so, this is troubling. I'm not sure it would make the UK safer. Instead it would probably erode the fundamental rights and civil liberties of the entire population. Grrr.
