I couldn't find the article you are referring to, but I don't think any child is born hating. As the South Pacific song goes:

You’ve got to be taught to hate and fear,

You’ve got to be taught to be afraid

Of people whose eyes are oddly made,

And people whose skin is a different shade—

BUT i do think that we can carry ancestral memories in our DNA, and i think that can impact actions/dreams later in life.
