It isn't an algorithm choosing to boost articles - it's real humans.

I think its more likely that those who join the FOM programme are those who earn enough from the stories they write to be able to cover the extra fee from their earnings. So they are already writing well. And are thus more likely to get a boost.

The boost nominators I know would never favour one over the other.

Also I think there is no longer a free account option. They withdrew that a while ago.

It will be interesting to see if you do notice any difference when you get the FOM membership.
